The tutorial will give an overview of the work carried out by the Working group A3.43. The different chapter contents highlighting the applied approach and the results as follows:

Simulation tools for electrical equipment
The development of MV and HV switchgear comes along with a bundle of simulation and testing tasks to ensure a safe and reliable operation of the equipment over several decades. But how much can you rely on a simulation results? What accuracy can be expected? To answer those questions, Cigre A3 conducted benchmark studies on calculation, simulation and multi-physics-simulation tools as they are used today during development and for performance verification. The tutorial talks about the level of confidence in software tools as well as how to unveiling weaknesses in simulation. Examples of simulation on circuit breaker switching performance, internal arc effects or temperature rise are discussed in detail.

Asset Health Indices for Equipment in existing Substations

The objective of working group B3.48 was to review existing asset health index methodologies used by utilities and to propose a generic approach on how the health of substation assets should be evaluated.

Satisfactory performance of substation equipment is critical for any utility company. During their service life such assets transition from new to aged and can have developing failure modes, which if left unattended will eventually reach a point of failure itself. The need is then to have the capability to identify the time frames for the progression of these failure modes. The classification of asset health should be the first step towards focused outcomes. Firstly, they can be used to create asset-specific plans for maintenance, refurbishment, and asset replacement. Secondly, they can provide resilience information on a functional basis through a network. Each is part of the asset management credo that all assets should have lifetime management plans to meet business objectives.

This tutorial, based on TB 858, will discuss the different strategies used to define and measure the Asset Health Index (AHI). The main part of the tutorial covers the proposed eight steps of the generic AHI methodology applicable for all significant asset types. We will also cover the topic of combining individual AHIs into bigger groups like a bay or the whole substation.

Impact on Engineering and Lifetime Management of Outdoor GIS
This tutorial covers the major topics of Technical Brochure 895 published in 2023 by Working Group B3.57. TB 895 provides recommendations for HV outdoor GIS taking into consideration the engineering, design, procurement, fabrication, civil/structural works, construction, erection & commissioning, testing, and maintenance. These recommendations facilitate both manufacturers and users to make appropriate capital and operational investment decisions on lifetime management of outdoor GIS.

SC B3 Tutorial

Service Continuity Guide for GIS above 52kV
The objective of working group B3.51 was to fill the gap on the definition of service continuity during maintenance, repair, extension or on-site dielectric test for High Voltage GIS equipment above 52 kV. Based on the achieved working group results including support of revision of IEC 62271-203 (Annex F) the tutorial will cover the following parts:

  • Provision of a service continuity guide including the most relevant aspects, as e.g.:
  • Explanation of the service continuity levels through the so called MRE Code (Maintenance, Repair, Extension), which specifies the number of feeders and busbar sections out of service during MRE activities (incl. on-site dielectric test)
    • Definition and selection of MRE Code
    • Definition of users and manufacturers responsibilities
    • Description of the most important technical aspects including safety issues
    • Description of the technical background of all relevant aspects
    • Elaboration of recommendations for users and manufacturers

With the service continuity guide and MRE Code presented in the tutorial, users and manufacturers can exchange information more effectively. The users are provided with a tool that enables more planning reliability for service assignments.
