Jeff Palermo

A System Planner with 50 years of experience, Mr. Palermo has a strong background in power systems, specializing in transmission analysis and planning, reliability analysis, and market design. He has advised utilities across North America, Europe, Asia, South America, Australia, and Africa on technical system analyses, market design, and restructuring issues. Mr. Palermo has provided testimony as an expert witness before the FERC regarding various restructuring initiatives. He has also testified as an expert before state utility commissions, state legislatures, civil courts, and arbitration panels. Mr. Palermo has advised utilities and generating companies on the formation of ISOs, RTOs, and transmission companies. A member of CIGRE since 1978, he has led several working groups, most recently addressing potential roles of energy storage in electric power systems (see Technical Brochure 970). Additionally, he has taught a series of electrical engineering and electric utility-related courses.
